RAM speed on phenom IIs?

I understand the importance of ram speed on intel processors. With black edition processors, it's not as clear to me what I should be shooting for. Also if the mobo will cost me 15$ more and ram is about the same (due to combo deal and rebate on newegg) would it be worth going ddr3 1600 9-9-9-24 over ddr2 900 4-4-4-12 (or ddr2 1066 5-5-5-15).
