Ram not running at correct speed on laptop

hey, i just purchased a new HP dv6607nr

Great laptop

AMD x2 TK-53 1.7ghz
1gig PC2 5300 667mhz ram

I also at the same time purchased 2x1 PNY PC2 5300 667mhz ram. The computer is running smooth, however in CPU-Z i noticed something strange. The ram was running at 283.4mhz. I know with these cpus and laptops a lot of the performance is towards the ram. If its not running at 333mhz or 667mhz its not running as well as it could. Also during that speed the cpu is still running at 1.7ghz. I have no clue why its doing that, and unfortunetly not a good bios for tweaking the ram. Also A64 tweaker and AMD overdrive also dont work. Please help me, i have no clue why its not running correctly. Also i put back the old ram and its also only running at 283.4mhz, however it is running at 1T Command Rate, the new ram is only running at 2T Command Rate. Thanks
