2GB PC2100 or 1GB PC3200 which is better? does the Mhz matter speed +/- 100Mhz.

Like a 2500 Barton runs at 333 MHz(166MHz x 2), you need at least PC2700.
A AMD 64 runs a 400 MHz(200MHz x 2), you need at least PC3200 and like a Intel 3.0c which also runs at 200Mhz.

It all depends on the situation. If he already has the 2 gigs of pc2100 and has a 133 mhz CPU, why spend more money prematurely on RAM that you don't need?
Now if he has a 166 mhz or 200 mhz CPU that's a totally different story. I'm not debating the performance gap between 133 and 200 mhz, but you have to look at the situation and simply more information is needed.
