RAM CAS setting?

I have two sticks of PC100 ram running at 66 Mhz in two Celeron systems. I know that I bought budget RAM because I wans't worried about it having to go above 66. I'm wondering if the lower FSB speed will allow for setting it to CAS2 instead of CAS3 to speed up my SETI times?
