Yes, railguns exist.

There is a prototype that can theoretically fire millions of bullets per hour.

Yes it does exist. Railguns are just a gun that uses super powerful electromagnets to fire a projectile. They look nothing like the ones on the movie Eraser.

I think the newest class of US Aircraft carriers will be equipped to accomodate a rail gun in the future. Basically massive power requirements.

I do not believe the aircraft carriers will be carrying rail guns. The new destroyers, crusiers etc part of the carrier group are going to be nuclear powered with rail guns instead of powder based guns.

RailGuns are by far the most spectacular type of electromagnetic accelerators ever developed. They hold the record for fastest object accelerated of a significant mass, for the 16000m/s firing of a .1 gram object by Sandia National Research Laboratories' 6mm Hypervelocity Launcher, and they can also propel objects of very sizeable masses to equally impressive velocities, such as in the picture to the left, where Maxwell Laboratories' 32Megajoule gun fires a 1.6kilogram projectile at 3300m/s (that's 9megajoules of kinetic energy!) at Green Farm research facility. Their ability to propel objects at speeds which are simply impossible for conventional (chemical or mechanical) means makes them extremely useful for a range of functions.

1/3 of escape velocity (ignoring air friction).... Makes me think that someone might toss balls of material up into orbit for assembly or manufacturing.
