RAID 0

I was told two things about RAID..

On-board RAID uses the CPU to control them.. ties up the CPU a bit.

Controller CARD goes to southbridge so it takes longer.

....
Assuming those are true,
Which is better? and is there "much" difference between them?

The performance gains of RAID 0 are small, but its generally recommended to use a discrete controller.
