Fla. lawmakers approve abortion regulation

TALLAHASSEE, Fla. (AP) - Florida lawmakers passed a bill Thursday to increase regulation of clinics that perform second-trimester abortions - from rules about sterilizing equipment and employee training to post-procedure care.
Another measure requiring doctors to notify parents when girls under 18 seek abortions was approved by the state Senate, and headed for a vote in the House.
On the clinic regulation bill, the House voted 97-19; the Senate passed the measure Wednesday 30-9. Supporters say the measure will improve the treatment of women seeking abortions. Opponents say its intent is to erode the constitutional right to abortion.
The Senate voted 36-3 on the parental notice bill; the House passed a different version earlier.
A 1999 state law required parental notice for teen abortions, but the law was never enforced and ultimately overturned in 2003 by the state Supreme Court, which ruled it violated teens' privacy rights.
Last year, state lawmakers voted to put a proposed constitutional amendment on the ballot to carve out an exception to the privacy provision in the state Constitution to allow for a future parental notice law. Voters overwhelmingly approved the measure in November.
The bill applies to girls under 18 who aren't married and don't already have children.
