Clean it, dust that accumulates in the pc and on it's parts causes things to overheat

Will you literally get burned or is it just very hot? My 9800 pro, if I remember correctly, was hot to the touch as well. But that was after a few hours of playing Doom 3.

As long as it is running at stock voltages, it should be fine. In fact, I believe that it does not even have RAMsinks normally (I am guessing that is what you mean by mini heatsinks, there would be 4 on each side of the card)
If you really want the card to run cooler, I would reccomend an ATI Silencer for it - not only will it be cooler, it will also be quieter.

I would also recommend the VGA silencer for it,that stock heatsink/fan is a joke.
