Anyone else have flickering problems with their Radeon X800 XT? It seems to happen whenever there is heavy hard drive use, when Windows starts up, and when I open up my display properties. It is not a real big deal, but I am wondering if this is normal, or if I should return the card for an exchange. I installed the latest 4.10 drivers, so I know that I have the latest.

You checked your hardware connections? Maybe the card needs to be re-seated properly. What powersupply are you using?

lunitari,

Both Thor86 and The Snowman have posted good info. Try re-seating the video card. Also, check the power connection on the video card. If this doesn't solve the problem, you probably need more power.

What power supply are you running in that machine? As The Snowman said, your power supply may be the culprit. The fact that the flickering occcurs during hard drive accesses is a BIG hint. The flickering is definitely NOT normal. You should never see screen flickering when using a properly functioning video card (unless it is some type of "special effect" in a game or movie).

Do you have another power supply (higher wattage with at least equal power regulation) you can use to test this theory out?

You should definitely try the re-seat and power supply swap before RMA'ing the card, as the card may not be at fault at all. No sense in sending the card in only to have the manufacturer tell you that the card is fine. Waste of time. effort, and shipping costs.
