Radeon vid has little blur waves across the screen

I just bought a Radeon LE 32Mb DDR from newegg.com. This is my second one. However, this one has taken to, every now and again, causing horizontal "blurry-waves" down the screen. It's like the whole screen starts to get blurry/fizzle, like you see in the movies like when RoboCop gets busted in the head and his vision is fwacked up. Is the card defective or am I missing something? I tried updating the drivers to the latest WinXP, but that didn't help. Any ideas and help is greatly appreciated.

Did you get one of those refurbished cards or was it a new one?
