Radeon VE: 2nd monitor keeps changing. Help

I'm having a problem with my 2nd monitor which is a 1024x768 32 bit LCD. When I reboot it says out of range. My 1st monitor is a Viewsonic PT795 at 1280x1024 32bit @ 90Hz. To fix this problem I have to change the refresh rate of my 2nd monitor to "adapter default", save, and then change back to "optimal" or vice versa. Having to change the refresh rate every single time is driving me crazy. I have updated drivers for each monitor. I'm thinking the Radeon doesn't like to keep the same refresh rate after reboot and my LCD doesn't have the ability to do the refresh rate that it assigns after reboot. Please help someone.
 
Sounds like the DDC connection in which the monitor tells the graphics card it properties is broken.
Can you disable DDC and hardcode the second monitor to
something it will support? Is you LCD a digital interface or an analog LCD panel?
 
It is an analog LCD. I don't understand this: "Can you disable DDC and hardcode the second monitor to something it will support? What is DDC? How do I hardcode the 2nd monitor?
