The Radeon Software Adrenalin 2019 Edition 18.12.3 installation package contains the following:

I tried updating to this, but after install it gave an error and my Radeon settings disappeared. Ended up going back to 18.12.2.
 
I am still running 18.12.2 and i noticed with the new fan settings, that the fan no longer goes to 0 rpm when tmeperature is way below 50C.
It is here written in the known issues as well.
It used to work fine.
What is the use of making the same software with an other way of controlling it to gui options and it breaks functionality ?
18.12.3 is still labeled as beta. I will try it later

Installed this and am now getting a notification that there's a newer version available: 18.12.2!

I had the same notification yesterday. It is now gone.

Fans do not turn off anymore. Even after resetting the profile and setting all options again and saving as a profile for when i need that profile again.
zero rpm is on of course.
Constantly running at a minimum of 33% which is around 278rpm for my card.
 
I'm having issues with my Vega 64 fan too... seems like there's no curve and it just jumps around, which can't be good for fan health. Before, with the min and target values it would automatically adjust between the points and be smooth--but now it's erratic and annoying. According to a post on Reddit it's been addressed but nobody has followed up.

I've resorted to manually changing the speed for now.

EDIT: I see that the new drivers are available so I will try those tonight and report back my findings.
