Radeon & refresh rates + Video out trouble

I have a Radeon DDR 64MB Vivo card. My problem is this: when the card shifts to D3D or OpenGL mode, the refresh rate drops to 60Hz no matter what I do. I used to have a Voodoo3 3000, and with that card, all I had to do was to adjust the refresh rates for GL, D3D and Glide in the Display Properties. With the Radeon, refresh rates isn't an option in the Display Properties.

So: is there anything I can do to get higher refresh rates? If I'm stuck with 60Hz, I'll have to return the card... My monitor can do 85Hz in 1024*768, and that's what I use in Windows. It's when I use GL or D3D the problems occur.

Another thing: I have disabled the Video out, but that only appears to work when I'm in Windows. Which means it's enabled while booting. That's annoying (because I get 50Hz whenever Video out is enabled, which my monitor handles poorly...)! Anything I can do to disable it completely?

I use HZTool to set my refresh rates in Win98SE. It is free, and works well.

EDIT: HZTool works fine with the Radeon.

Can't you just unplug the video out cable? And I think if you change your desktop to 640 and adjust the refresh, and then when you play games at 640 they will be at the refresh you set it to (why don't you just play at 1024?).

I do play my games in 1024, but still, whenever I shift to D3D or openGL mode, the refresh drops to 60Hz (even though I get 85Hz in Windows desktop).

I'll try the HZTool, maybe it wokrs better than PowerStrip.

I tried the TV out on this Radeon AIW and it sucks the picture quality is very bad even playing 3D games thats one thing i will never use.

First of all: I tried the HZ Tool, and it did the trick. PowerStrip did not work, but I still have to use it for overclocking. If anybody knows of another util I can use to overclock my Radeon, please post a URL.

As for the video out: apparently the video out is enabled as long as the cable is plugged in, and it takes software to disable it again. That's why it wasn't disabled until Windows was loaded. When I unplugged the cable, everything went back to normal.

Now, about bad quality on the video out: let's keep in mind that a TV is not a PC monitor. I haven't tried playing games on the TV yet (guess what I'm doing tonight...), but I have tried viewing the Windows desktop, and I have tried viewing DivX movies. The desktop part didn't work at all, simply because a TV doesn't produce a very crisp picture. So, all text on the desktop was virtually unreadable. The DivX movie, on the other hand, was impressive! Of course, it not as good as DVD, but it's a whole lot better than VHS.

Conclusion: I like my Radeon, and i like the video out feature (at least NOW I do, as everything works fine at last...). The fact that the image quality isn't very good on a TV isn't the video out feature's fault, it's just that a TV isn't supposed to show high-resolution graphics in the same way a PC monitor is.
