Radeon Refresh rates in 2d

I am running win2k and just recently bought a radeon vivo 64ddr to counteract the horrible 2d quality of a geforce2pro and now when i change the refrsh up to 75 or 70. it says it changes but the monitor doesnt...it stays at 60. so right now it is reading 75 but the monitor reads 60 and you can clearly tells it is 60hz...whats going on!! SOmeone help!
