Radeon poor picture quality

I've got a Radeon 9700 and had always noticed some minor 'static' in the picture - rather like a weak TV picture.

Anyway. I've upgraded the monitor to a brand new 19" - and the static is now much, much clearer than it was before. In fact, it is visible to the point of making the screen unpleasant to use.

It is definitely the graphics card, as moving the monitor to another PC results in a crystal-clear picture.

Is this a known problem of radeon cards, have I got a faulty one, or is it another problem - e.g. faulty motherboard/PSU?
 
Have you tried the DVI/VGA adaptor on the DVI connection,does that make any difference?It does sound like a faulty card,Radeon 9700 cards in general have very good IQ quality.
