If I connect an LCD TV and the video card with HDMI cable, does it mean TV speaker will play the sound or is it still the PC speakers?
 
The sound can be sent through the HDMI as well. Someone more experienced please chime in...I'm not sure if you have to connect some internal cable to the video card or is that only for nV cards?
 
You don't need any kind of internal cable. All you do is install the videocard's drivers, including the HDMI audio drivers, and everything will work fine. The last thing you'd need to do is go to your sound panel and set the default playback device to be HDMI audio instead of whatever you have your sound playing through.
 
I also believe you'll have to use an ATI DVI->HDMI adapter, as regular ones won't work. So if the video card doesn't come with one, then be sure to pick one up.

Some cards have native HDMI plugs.
