People always seem to make a big deal out of how many ROPs a card has, but TBH I know very little regarding how they impact performance.

A 25% boost will surely boost performance. If I had to guess, it might give 5-10% overall.

it is not just ROPS, the unlocked card has better spec then a standard HD6850, think about the performance of 6790 and HD6850.

It will probably as good as HD6870 if cooling isn`t a problem, but we will have to see until the bios is released to the public and do a full benchmark test.

It's flashed with the 6850 bios from what i read.

I suspect these GPUs are 6850s, which are cropped 6870s. So they had some spares and wanted to compete at a lower price bracket and slap them onto a PCB with a new bios and call it a day. Which is why AMD's response: "We fused them off at the hardware level" so you can't flash it to a 6870 isn't a lie. :)

^Still doesn't explain the 32 ROPS and 960 shaders in the OP pic...
gpu-z is not a all knowing 'aware' program, it relies on flags and register codes in bio's and a database to supply information. Its also why gpu-z needs a new revision with every new card launch.
Update: We have discussed this with AMD and it looks like this was our mistake and the cards really have 16 ROPs.

The register GPU-Z looks at to calculate the number of active ROPs indicates the number of disabled ROP units using set bits. For the case of HD 6790 two bits are set, which means two disabled units. The Barts GPU has a total of 32 ROPs in 8 units, which would leave us with 24 ROPs based on the register data: (8 [total ROPs] - 2 [disabled ROPs]) * 4 [pixels per clock per ROP] = 24.
