Radeon HD 5570 not working with mobo?

I have an older desktop machine I'm trying to modify for a start HTPC. Its the PC in the stats of my signature:

Epox EP-9NPA3 Ultra
Nvidia Geforce 7600.

The problem I have is that the Geforce only had a DVI output and the 1080p playback was choppy..(maybe because of the Athlon 3500+ as well but figured the vid card would help more) So I got a cheap HD 5570 with HDMI and tried to install.

My mobo is not accepting the card..nothing comes up at all....
Is there an issue with my older mobo and the PCI 2.1 version that is on the 5570?
or did I just get a crappy card? or is there something else I need to look at?
 
Can't you test the 5770 on another computer (friends if you don't have one)?
5770 should work on 2.1, but best to eliminate the card as a suspect first.

Also what about power requirements? IS your PSU strong enough?
Did you remember to plug in the 6pin power cable into the card?
