I just tore out my stock HSF for my Athlon 1000 and popped in an Alpha 6035 with an Adda 13.2cfm fan. Wow, that thing is quiet. I have 2 80mm panaflo L1As and my core voltage is at 1.69.

That said, my computer is quiet, but my Radeon AIW makes a high pitched whirling sound that I find anoying, even more so because it is more prominent with the quieter HSF. I heard that you dont even need the fan going, but I wanted to make sure. If I unplug the fan, should I take it off to increase airflow to the heatsink? It isn't overclocked, so I just want to find out what would be the easiest solution to my noise problem.
 
The stock coolingon the aiw radeon doesn't have much surface area so its a less than ideal passive heatsink.
This is almost identical to the stock LE heatsink and will work fine but you'll need sometape to attach it - $8 total.
The aiw is only clocked at 166 so removing the fan to expose the heatsink area should be ok in a well ventilated case. Try holding the card up to a light to make sure the stock hsf has good contact with the core and run with the case open for a few days to ensure stability.
 
Ditto what tonec said. Active cooling isn't really necessary for the Radeon umless you're planning to OC the heck out of it. A HS should be fine.
