well I have read this guide, supposedely straight from the horse's mouth. the thing is, that guide is a bit dated and the author did not have a clear idea of what clock infos 7,8,9 are meant to do at the time of his writing. I was kinda wondering if people got it figured out by now.
To quote him,
I followed his instructions, flashed the bios with winflash and was greeted by "No Ati card detected..." error message by catalyst upon reboot. Had to repeat that a several times to find out that it wasn't because I was overclocking too much; unless I leave clock infos 7,8,9 intact, I would get that damn message. Instead, just modifying the clock info 3 seems to work fine and GPU-Z reports overclocked clocks speeds as they should be.
Since I havn't ran any benchmarks yet, I can't be sure if RBE did the trick. For what it's worth, I got mine to max volts the card allows (1.185v I believe) and it now does 800/1100 just fine, assuming it is indeed overclocked. In the past the card struggled to break 650 core without artifacts at stock voltage. Strange, I say.

State 3 (clock info 7, 8 and 9) is again high and optimal performance, as you can see scrolling the list box to the right again. So far, it is impossible to distinguish whether state 1 or state 3 is used for normal operation of the card. Just set the same settings for state 3 as for state 1 in this example.
