Radeon 9800 Pro - Video goes do VGA on reboot

I have a Radeon 9800 Pro (128mb) running in a Dell 4600 3.2 with 1gb. During reboots it often goes to a VGA mode... If I go into the display settings, the display is set to the correct resolution and not a VGA resolution... the only way I found to resolve this issue is to either remove the board from the socket (works most of the time) or unplug the PC and leave it unplugged for over 30 minutes. Has anyone heard of this issue before?... Is it a Video board issue or motherboard? The card does not appear to be running hot and is not used for games. What to do... replace the video board? The PC is a little over a year old but does not have a warranty left. Any suggestions would be greatly appreciated!
 
I don't know your components, but if it helps, on my system, if I boot with my monitor powered down, it resets to 800 x 600.

Also, check your CMOS to make sure the video is set to default to AGP.
 
I did try and install a new video driver from ATI but it did not do anything for the issue. Also my monitor is on (standby) when I reboot.
