Radeon 9800 Pro Performance Problem

I'm helping someone with a computer that has a Sapphire Tech Radeon 9800 Pro 128MB graphics card, 2.66GHz P4, Asus P4B533 Intel chipset motherboard, 512MB memory, and XP Home SP2 with the ATI Catalyst 4.7 drivers.

He was having performance problems in Unreal Tournament 2004 and in Battlefield Vietnam, so I reformated and reinstalled Windows XP, but his game performance is still slower than it should be on his hardware. In the Onslaught map on UT2004, it stays around just 30FPS.

What is really strange is that when he first upgraded his video card from a Radeon 9600 Pro to the 9800 Pro, UT2004 was getting over 100FPS on the same map. What could possibly cause a slowdown? Thanks for any suggestions you can give me.
 
which resolution is he running it at? is the molex connector plugged into it? what are the clockspeeds using ati tool or radlinker? is aa/af enabled? turn off vsync (although with ati cards + ut2k4 i think it needs to be on)
 
high, thanks for the reply. He's running UT2004 at just 800x600 resolution. The molex connect on the graphics card is plugged in. AA and AF are set to Application Preference, but he's also tried running them both down to the lowest setting. He has VSync set to Off.
