Radeon 9800 pro Hangs at windows startup. Need help

I just purchased one of these Radeon 9800 pros from fry's and cannot get it to install.

First, I uninstalled my old ti4600 drivers and rebooted. It detected standard vga drivers for my ti4600 and I shutdown my computer. I took out the old card and snapped in my radeon 9800 pro and connected the power cord correctly.

When I booted the computer it runs through to the Windows Xp splash screen with the blue activity bar but never actually boots windows. It just hangs there. I have the normal activity light from my hard drive and then it just stops completely and that loading bar on the splash screen keeps going. I also notice that when the activity light stops on my hard drive my keyboard also goes dead (caps lock and number lock light turns off).

I was able to boot into safe mode with this card and it detects it correctly and asks for drivers. If I cancel, another window comes up for another set of drivers it wants installed. I tried installing the catalyst 4.3's manually with success in safe mode but after the first set of drivers are installed it detects another hardware device and installs the cats for those as well.. When I check in the system control panel it shows two items under display adapters. They are both radeon 9800's but the second has "(secondary)" at the end of it. Im not sure if this is important but I thought I should mention it. I have also tried upping the voltage of the card and disable/enabling 8x in the bios but nothing works.

When I reboot I get the same hanging problem. I popped my ti4600 in again and it boots right up into windows. Any help will be sincerely appreciated.

Probably some nv driver corruption. These are the steps you should follow. Download driver cleaner3: http://www.driverheaven.net/cleaner/
Go ahead and leave the 4600 card in.
Uninstall nv display driver in add remove. Check in add remove to see if any ati drivers are there and uninstall them if present.
Now reboot and go directly into safemode.
Open driver cleaner and select nvidia, (there are some more things called nvidia like nv dvd etc., do not select them) Just select Nvidia only in clean from the drop down box and clean.
After that then select ATI in drop down box and clean.
Now select shutdown while still in safemode.
Pull out ti and install 9800
Turn on and when u get to windows and it asks for driver,clik on Cancel and let windows finish booting on up.
Windows will find new hardware and say it may not be installed properly, this is normal.
Clik on the ATI display driver and install it.
Reboot then install the ATI control panel.
Reboot
I would now run diskcleanup maintenance and defrag (preferably in safemode)
There will be 2 display adapters for ATI in device manager, this is totally normal.
Holler if any further problems
If any further problems then post your power supply brand and rated power it delivers
