Radeon 9700 Pro, Nokia 445Pro monitor, and 43Hz refresh rate

This problem has been with me since the Catalyst 3.2s; now using the 3.8's:
If I boot Windows to the desktop with the monitor off, I get a refresh rate of 43Hz, interlaced. It looks like utter crap, FYI.
If I boot Windows to the desktop with it on, I get the rate I entered in using RefreshForce - 120Hz.
I've also tried the refresh forcing thing in Rage3d's tweaker; no effect. The utilities do the refresh rate forcing thing just fine otherwise, but with the booting refresh rate, they do nothing.
If I go to the monitor tab while it's at 43Hz, the only options there are 90Hz and 120Hz, with 120Hz "active". If I set it to 90Hz then, it goes automatically to 120Hz.
Any ideas what's up with this?
 
Have you un-checked "use DCC information" and selected "same as desktop" in the Display tab under Advanced Display Properties? That's a good way to kill the refresh rate bug.

Had the DDC info checked or unchecked; no effect. Trying that "Same as Desktop" thing.

2 updates:
1, the Same as Desktop thing does nothing.

2- I don't need to reboot for it to do this refresh reset thing. I had the PC on since yesterday, turned the monitor back on today, and it's at 43Hz. It did not reboot in that time; AIDA32 reports Windows uptime as 20.5 hours.
