Brand new card. This is my second R9700 actually. The original that came with my computer broke so then I went out and bought a new one at Best Buy and was hosed $400.

The old one did the same thing? Something else must be wrong if they both had the same problem. Try going to control panel display advanced settings troubleshoot.
Uncheck enable write combining.

Well, got the other monitor up here and it is the monitor that is the source of error. What the fvck? How in the hell can I fix this problem?

Take it to a monitor repair shop. See how much it'll cost to fix. Is it still warrantied or too late?
