Radeon 9500 -> 9700 pro Cooling Issues

I am running the 9500->9700 softmod on the Omega drivers artifact-free and was trying to overclock the GPU and memory to 9700 pro levels using the stock HSF. I was able to independently OC the memory with no issues. The issue comes when OC'ing the GPU. I am running 3Dmark05 and I notice artifacts in the second and third tests even running at a GPU clock halfway between 9700 and 9700 pro speeds. Of course, the more I push it the more artifacts I get in the scene.

My question is would better GPU cooling allow me to push it to 9700 pro speeds or do I just have a weak overclocker? I have seen others get these cards in the 350 Mhz range which is a hell of a jump from the stock 9500 GPU speed of 276 Mhz.

I know that the card is outdated compared to the current crop but any help would be greatly appreciated. Thx.
 
I've got a real 9700p, and the stock cooling is TERRIBLE. I got an Arctic Cooling VGA Silencer the same week I got the card. You can get one here. newegg this should do the trick for the core.
