Radeon 9000 - proc limited with duron 700?

Talking to a friend, trying to figure the best upgrade. Plays UT2003 all the time. I'm not familiar with the 9000 (pro 64 meg). Is he processor limited?
 
Depends what he has right now... I'd reccomend a mobo with integrated Geforce 4 MX video and an Athlon XP 1700+ for under $200... actually, more like under $150
 
This THG arcticle compares an Athlon1Ghz with an AthlonXP 2700+ Kinda close for comparison, see what u think. Duron 700 is quite a bit slower than an athlon1Ghz thought but it give you a good idea.
