Radeon 8500 dual monitor problem....HELP!!!

I have a Radeon 8500 LE (64MB) card that I am using in a dual monitor setup. Whenever I get ANY pop up window or form in IE 6, it automatiacally maximizes it. This is really annoying, and I have tried using the software that came with the video card, but I can't seem to figure out the right setting to fix this problem. The problem occours for any form or pop up that is launched--not just advertisements that are coded to "always maximize." That is how I originally found the problem. I was working with an online form that I designed to be small--and it STILL maximizes only on this box with the dual monitor setup.

Any Ideas????
