Radeon 7000 and WinXP Pro

So here is my dilemma, I built an older Abit KA7 motherboard with a Radeon 7000 AGP and Windows XP Professional for a friend (yes I know the KA7 is old don't laugh!). I had problems with bootup into XP. It kept locking up. After removing all the other peripherals, I determined it was the video card (Radeon 7000 AGP). Since I had successfully used this KA7 board and a Radeon 64 DDR ViVo in a prior system, I removed the Radeon 7000 and booted up fine with the Radeon 64 DDR ViVo as long as the AGP value in the bios reflected a manual setting and value of 68. However, when I use this setting for the Radeon 7000 card, it will simply lock up. I have also tried the default or auto settings but to no avail. So my question is, do any of you know of the proper AGP value to use? Do any of you know of any other solutions (other than just getting another Radeon 64 DDR ViVo?)

Here are some of the AGP values I have tried with the Radeon 7000 AGP card and Abit KA7 motherboard from the bios:

68
A8
BA
B9
DC
CC
DE
DA
DA
FF

Additionally, I've raised the I/O voltage from the default 3.3v to 3.4 and set AGP mode to 2X in the bios. Nothing has helped so far. I know the Radeon 7000 is fine because I used it on another PC.

I should also mention that case and power supply are new (Antex 840SX) Full-Tower case with 400 Watt Power Supply.
