Radeon 64MB VIVO problems

I previously had a Radeon LE and was not using the newest radeon drivers. I just got a Radeon 64MB VIVO and took out the Radeon LE. I started up and the video is all fuzzy and I have black bars on the top and bottom.the video is also stretched across, arger than the screen. When I move the mouse to the left or right, it drags to the desktop which is not showing. I unistalled the older radeon drivers and radeontweaker, and installed the newest radeon drivers. Still the same. I have a KDS Rad-5 monitor, auto tune doesn't fix it. It's also just
WAY too off to be fixed manuallly. I'm using WinME. What's going on?

Update: I got the weirdness to go away with the mouse moving the screen and everything. I just had to turn off the video out... But now I have another problem. The video is nice and sharp on the left and right sides but a kind of blurry/moving video in the middle. In the middle it kind of looks like what happens when you put a CRT next to something with high radiation.

Update #2: Okay, the blurring goes away when I turn off the TV out, and make sure the S-Video cable is not connected. What kind of cr@p is that, it's VIVO...
 
When the tV out is on, make sure that your resolution is 800 X 600 as it tries to send signal to your TV out and could only handle this resolution. This happens as the card tries to emulate TV signals and TV resolution is much lower than PC.
