I think ATI has done well with it's strategy as far as low to middle high end cards. The R800 is going to be an improvement on the R700 design which itself was an improvement on the R600 design. I don;t know where you heard April 2009 for Nvidia's release, I've alwars heard 2nd half of June 2009 for both Nvidia and ATI releases.
As far as naming, the HD5800 might actually fit. Wtih 2000 SPs, even at 40nm, it's not going to be a low power chip considering the R700 isn't exactly a low power chip, with 800 stream processors at 55nm. I wouldn't besurprised if the reference cooling solution for the 5800 is loud and exhausts air out the back. I have a 48701GB on hand in my case and it's plenty loud at load(though drowned out by my other 6 fans in the case).
