I recently upgraded to an R9 390 from an HD 6950 2GB and have noticed a significant decline in performance for games. So far, I've tested it out in Fallout 4, Shadow of Mordor, CS:GO, and Dota 2 and have had a drop in my fps in all cases. Specifically, Dota 2 performance dropped from 35fps to 20fps. Changing graphics quality does not change the fps in Dota 2 and CS:GO for my new card.

Benchmark performed with 3DMark and Unigine both appear to be fine. Core clock and total usage do not appear to be an issue in MSI Afterburner. However, there is a significant improvement in performance when switching back to my old card. What could be the issue here?

Full Specs:
CPU: i5-2500k OC @ 4.1GHz
MB: Asus P8P67 LE
Memory: 2x4GB GSkill Ripjaw DDR3 1333
PSU: Corsair TX650
Hard Drive: WD Blue 1TB
GPU: Sapphire Nitro R9 390

Have you updated your motherboard BIOS? It might not be it, but I would give it a try.
Don't forget to save your BIOS settings and overclocks (write them on a piece of paper)

Did you update your video card drivers?

Give DDU a try.
-Uninstall your AMD drivers
-Reboot
-Run DDU ( it will do everything for you, just need to check the AMD driver removal)
-DDU will restart in safe mode and proceed to full driver removal
-Reboot
-reinstall driver (Try AMD 15.12 WHQL (Crimson Drivers) if you can ;) )

DDU

Sounds like some sort of driver/software issue. Do you have raptor running, if you installed it? What drivers are you using now?
