R9 290X dynamic clock speed shenanigans

So I've noticed that in the past few days my R9 290X has been behaving weirdly.

Core clock seems to sit at 1030MHz 100% of the time, except when I'm overclocked, where it idles at about 1050MHz and jumps up to 1125MHz at load.

Memory clock is similarly strange. 90% of the time it's at 1250MHz, but it occasionally downclocks to 150MHz in short bursts when I'm not doing anything intensive. The problem is that this causes hangups in webpage scrolling, twitch streaming and window switching. There's visible lag in drawing things at that memory clock at my resolution (5120x1440).

Does anyone know what's going on here and if there's any fix? Thanks in advance!

3 screens is causing the core clock funk. Memory isn't my thing, but I guess it is dropping into 2d clocks, but 5120x1440 isn't working with that. Go into your overclocking utility and disable 3d clocks and see how that works.

I don't have any profiles set in MSI Afterburner, so I can't disable 3D clocks. All the clock speeds are controlled by powerplay.

The weird thing is that this wasn't happening initially when I got my card a week ago. It just seems to be happening in the last couple of days.
