I know the the reference 290x boost clock dynamically changes based on the core temp (thats jsut AMD BS way of saying throttling) with the reference design card. But when using a custom card like the DD or the Tri-X, does the clock stay consistently high at 1000+ under load since the temp never reaches 95?

Not nesesarily.

Depending on the game it will clock down even thought is not reaching thermal limits. And still maintain high performance. If the game engine does not require it it will clock down.

I know BF4 makes the 290 and X run full out unless you hit thermal limit. Ghost also makes it run fairly steady. But Titanfall for example will have it running up and down. And is not just AMD, Nvidia will do the same also depeding on the game.
