R9 290 PSU required

Considering getting this video card:

The recommended PSU is 750W, I planned to put it in a system with a 4670k, 1 SSD, 16 GB RAM, H100i liquid cooler. It doesn't seem like the card would need that much power, would a 600W PSU be enough? Would that leave enough room for a slight overclock(CPU) or should I just look into a larger PSU?

Even an average 600W PSU can handle your system just fine. What's the name/model number of your PSU?

Ignore what the box says, if you have a high-end PSU. A high-end Seasonic 760W was enough to power a PAIR of 290s and a i5-3570K at stock in my old system. A stock 290 eats about 250W DC at peak load.

I have a Corsair cx600m. I feel like I should be able to put the r9 290 in there and still have some wiggle room for over clocking the CPU.

I'm running my current system on a 450w gold PSU with no power issues. That said everything is running stock.
