Quoting text results in message too short error

I was trying to post some text quoted from an article in OT and the forum software kept giving me an error that my message was too short even though it was well over the length needed.
Looks like some type of bug in the quote functionality.

Actually the message length requirements are precisely to prevent what you're doing. You need to post something with the quote; the quote alone doesn't count.

Did this change at some point?
I can see why it was done, I just don't remember it always being this way.

I believe it changed when we switched from FT to VB.

Make sure your text doesn't populate inside the quote tags.
I've had that happen to me so my characters didn't count towards the two character minimum.
