I've tried several 60mm fans to use on an PAL6035 for a 1.3ghz Celeron (.13).
1. The one that I settled on is a Panalfo L1Bx 60x25mm that I bought from Digikey. At 1200-1300 RPM with a fanmate1, it is silent. It normally runs at 3200RPM. It comes untailed, but you can buy the crimp connectors for the 3pin MB header (under molex). It's 10bucks for the fan, but if you send them a check and the order is over 25, you don't pay shipping.
2. I've tried a 60x25mm Sanyo Denki M402 (2800 RPM, but no speed sensor). It seemed quieter than the panalfo at rated RPM (though it is supposed to run slower anyway), but the motor noise was more at low voltage (via fanmate). I got it from allelectronics, but they are OOS now.
3. I have a delta 60x10mm slim (4800 RPM). When it gets less than 2700 RPM via fanmate it is very quiet (low motor noise). I was actually pretty impressed with it. This fan came off of a genericish coolermaster. Actually, I use this on a micro-fin aluminum heatsink.
4. Sunon 60x25mm (4200-4300). Decently quiet, but not in the above league. Found almost everywhere.
I haven't tried a stealth or adda. Papst, I haven't found at 60mm except at digikey, and it wasn't a low speed model.
I highly recommend the fanmate or 7V trick. Sometimes it can really get rid of annoying motor noise (at the expense of CFM, of course). Depending on your perspective (e.g. the rest of the system) it maybe all that it takes. The stuff that I talk about above may be completely irrelevant, depending on the computer.
As far as the actual task at hand, I recommend that you ditch the chipset/video fan for passive cooling if possible. I also hated the crystal orb, even if undervolted.
