Quiet Video Card

Hi, I am looking for a video card that runs quiet, but does not use passive cooling.

Performance on par with 9600gt or better is desired. (not looking for high end cards - nothing past a gts 250)

By quiet I mean
- no ridiculous fan noise (I have an evga 7600 gt right now and it is ok)
- a card that does not make a "whining" sound

edit: I see you added "nothing past a GTS250". So do you not want to spend more than $150 or so?

A lot of times, non reference coolers work quite well. My 4850's dead silent and runs quite cool, but unfortunately is no longer in production (Palit).
 
if thats a reference 7600gt card that you have then that is one of the loudest cards ever made. any current card would be quieter than that ridiculous thing.
 
Noise charts. Go ahead and get your 9600GT or any of the other budget cards up to 9800GT levels, they are all so quiet they couldn't be heard over the rest of the test system(about 40db),

That review also has benches in it, results speak for themselves.

it depend on the model. some companies cheap out and use a fan that stays at one constant speed that is a tad noisy and cannot be adjusted.
