How about trying a different PSU, if you have one you can borrow out of another system?

squeling and groans are often from crappy bearings in the fan(s). this goes for many mechanical things such as cars too. take a pen cap and slow the fan down or stop it for a monet and see if it stops. if it does, u found it so just cut the wires of the fan and splice new ones in or just plug in a new fan (depending on the pws model)

oops didnt see it doesnt boot. well, u can crackit open and look at the fuse if you want. if its clear and the filament is in one piece count that out. its likely a PWS prob if ur fans doet come on either.

im no electrical engineer, but maybe some soder (sp?) cracked and the juice isnt flowing through the unit anymore.

glad to hear you can make it work with another PWS
