Quiet replacement of basic fan

I've heard that the stock fans that Intel ships with its CPUs are not necessarily the quietest. I don't plan to OC or do anything beyond a regular basic build for general use. But I'd like to replace the fan with one that is quieter and still basic. However, after looking at Newegg, all the basic ones run $10-20, and don't seem to be any quieter based on reviews. Should I just go for a more expensive fan/heatsink even though I don't need the performance? Any recommendations? My CPU will be a i5-750. I've read about the Hyper 212 Plus and at $29.99, that's ok for my budget. But it just seems overkill to get something quiet.
