Quiet HS/F combo for Athlon XP?

No overclocking, just need a HS that can use a big, quiet fan...prefer to keep it under $30.

Current HS/F is AMD Retail, and the mobo doesn't have the mounting holes around the socket.

Summary:
Recommend a HS.
Recommend a quiet fan that will keep the AXP from exploding.
Keep it under $30.
 
Forgot one major detail...mobo is an Albatron KX18D Pro II (dumb-ass name if I've ever heard one), which doesn't have the mounting holes around the CPU socket. So the heatsink has to use the clips...

The SI-97 mounts via a clip mounting system.
 
Thermaltake Silent Boost is a good HSF for the XP. It's fairly quiet and performs well. My XP1800+ dropped from 60C with the stock HSF to around 43C.

It's now on my XP-M 2500 which if running stock runs around 5C over ambient.
