Quiet, effective P4 cooling?

I've got my 2.4B at 2.6, and under load I'm running at 53-55C tops. This is within reason, but the fan on my retail P4 heatsink is a bit loud and whiney for some reason lately, and I would like to keep it a bit cooler to give more o/c headroom and peace of mind. What good quality clip style (not screw in, those are a pain) heatsinks accomodate 80mm fans for the P4? I'm looking at a price ceiling of $40 total. Thanks!
 
Zalman cnps7000-alcu is very good, and silent. (92mm fan, only 25dB at max speed) It mounts using the black plastic thingy like the retail Intel HSF.
