Quiet / Easy to Install / Won't Hit the Resistors HSF?

I think I need more power! I get an error about the -5V being almost -6V. I intend on adding a new hsf and maybe a couple more case fans just for good measure so I am thinking more power would be advisable. What is a good brand? I have 300W now I'm thinking 400W can't hurt and I have my cousins computer who could use my 300W so it should all work out.

The couple case fans I was referring to above - what would be the best size and brand to get?

Edit: Since those seemed like easy questions how about this? What is a quiet, easy to install HSF that will go in without modification and won't hit my resistors? I was particularily looking at the Vantec for Socket A - the FCE-6030D or FCE-62540D. But they say that it is loud. Is there anything with the same reputation for easy installation that won't sound like a freight train is in my case?

For case fans get Panaflos, preferably the 92 or 120mm. They are extremly quiet. You can get them at 2cooltek.com or plycon.com.

For a quiet HSF combo I would recopmend the Taisols cgk 74 or 76 series Heatsinks. Very eficient and silent HSF's. Enermax would be my choice for PSU as they also do alot for cooling your Ambient case temps while helping to keep noise down.
