quiet cpu

I want to build a decent but quiet system to act as a HTPC. I was thinking of buying a low-power A64, the 45/65 watts, or to go with the Core 2 21xx. My goal here is to minimize the noise levels, anybody has any idea which one is quieter?

an E4300/E4400/E4500 at stock should run fairly well with a passive Ultra-120 or Ultra-120 extreme. and if you have clearance problems, you can use the ultra-90 or the ultima-90. total noise 0 dB. have fun
