quiet and efficient cooling Agilent Artic Cooler and Peltier(does anybody have one?)??

So I want to know if it is worth getting a peltier plate and what would you say about the Artic Cooler???

I am planing on getting a 400W Antec PSU or maybe 300W...

What dou you all say anybody got a peltier???
