Panaflow fans are very quiet. I use one as my HS fan. There is one other brand that many people seem to like. I don't remember the brand, but I'm sure someone else will help out. I hear that Delta has some new quiet fans, but I have not heard from anyone that actually has one.

Papst

TECH NOTES:
12v., 1500 RPM, 19.5 CFM, 15 dBA, 4 Pin power connector.

This is a sleeve bearing based fan - so it's incredibly quiet. Long known as makers of some of the best manufactured and quiet fans available, Papst has dominated the market for several years.

If you need quiet - this fan can't be beat. Ideal for use with an Alpha PAL8045.
Dimensions:
80mm H x 80mm L x 25mm W

sleeve bearing wears out quick. Dust eats em up way faster than ball bearing or dual ball bearing

In general ball is better the sleeve but in individual instances that is not always the case once you consider the quality of manufacturer. If this is really a consideration then you need to find the actual mtbf data for the fans you are considering. If quiet is the major variable I would think selecting based on that criteria is more important. MTBF for the Papst is more then adequate for most people. IMO

If its for case cooling I would get a variable speed fan like Enermax ball bearing fan. Here is the specs for them.
Why keep the RPM high when you dont need it. These comes with long temperature probe and 3 to 4 pin connector.

Temperature and Fan speed / estimated airflow and noise
- 85C - 3100 RPM / 40CFM - 34dBA
- 65C - 2600 RPM / 33CFM - 29dBA
- 45C - 2100 RPM / 27CFM - 23dBA
- 25C - 1800 RPM / 22CFM - 18dBA
