I know I can convert it to 7v or 5v
but I just want a quiet one from the start

Would it be possible for you to do something like this? Outside the box solution. Then you could use any of a number of 80mm fans that would pump more air and be quieter too. But if you want to stick with 60mm, the Evercool sold by nexfan.com should be decent as I'm using their 70mm turned down a bit and I can barely hear it.

I see that buyextras.com has quite a few different 60mm fans - you might be able to use the Sanyo Denki fan they have there with a fan controller. Too noisy at full speed - but they do have quite a few 60x25s to choose from.

Thermal FX has some too - one 60x60x38mm bad boy is rated at 8000 RPM!!! This one will eat your fingers.

I use a 5000RPM Delta undervolted to 3000RPM (originally came on a Tt Volcano 10+) on my NB by using a Zalman FanMate 2. You might be able to undervolt those fans and get them to be really quiet.

That would have been my original idea. But it sounded to me as if he didn't really want to undervolt. Still.... DELTA FTW!!

nah not that I dont want to undervolt it

I just wanna find the quietest fan at 12v with the lowest rpm
it only gets quieter the lower I go 😉

I have a pentium m system it's not too hot in there
cpu @ full load gets at around 35

I rather have a quiet system with a low airflow (as long as the air does move in the system it's fine it's not oc or anything)
