Is it okay to put the ONLY relevant-to-application job experience as the first entry in the EXPERIENCE portion, even though it's not the latest job worked at ?

Looks like:
1/00 ? 5/01 (the only pertinent job)

1/02 ? 4/03 (latest job)

7/95 ? 7/97 blah blah blah

6/94 - 6/95 blah blah blah

tough call... i'd just leave it in chronological order (maybe get rid of one of the "blah blah blah" jobs so the pertinent job stands out more

No. Follow the rules.

However, you may (you should) get creative and figure out a way to highlight any parts of your current job that match it to the relevant job.

Keep it in chronological order. You do not want to confuse the person who is in charge of hiring you.
