What does, "Can Sap" mean in Rome Total war?

I think it indicates that you can use the unit as a 'sapper' when sieging a town.
It's the cheapest and least effective method of destroying the walls, and to be honest, I've never tried it in a game.

I always favored the artillery and rams...
