Quick reboot right after cold start

When i turn my computer on from cold, it POSTs, then just as windows starts (when the windows logo comes up) it reboots. Once it POSTs again, everything is perfect. It boots this time and everything works.

If if I reboot after the successful boot, it is fine. If I turn it off, then wait a min or two, then turn it on again, it is fine. It only seems to be after a cold start.

I recently upgraded my 9800Pro to a 6800GS and the PATA drive to a SATA2 drive. Could it be a power issue?
